AUSTIN, TX — Texas lawmakers have passed Senate Bill 706, a measure that simplifies and broadens the state’s recognition of handgun licenses issued by other states. The bill has been sent to the governor’s desk and, if signed, will take effect on September 1, 2025. The governor is widely expected to sign the bill into law.

SB706, authored by Sen. Charles Schwertner (R), makes key changes to Section 411.173(b) of the Texas Government Code. Under the new law, Texas will recognize any valid handgun license issued by another state. It also directs the Texas governor to negotiate agreements with states that require reciprocal recognition, removing several bureaucratic hurdles previously in place.

The legislation eliminates prior requirements that out-of-state background check procedures be reviewed by the Texas Attorney General before recognition. It also repeals subsections (c) and (d), further streamlining the process.

SB706 passed both chambers with strong Republican support. The Texas Senate approved the bill with a 29-2 vote on March 19, while the House passed it on May 21 with an 89-51 vote. The bill was officially sent to the governor on May 22.

Supporters of the bill argue that expanding reciprocity honors the Second Amendment rights of lawful gun owners and provides greater legal clarity for those traveling across state lines with a valid permit. Once enacted, travelers with valid handgun permits from other states will find it easier to legally carry while visiting Texas.
